Sand is Shukaku-Jinchuuriki ability, not a Hijutsu used by Suna, its technically a Kekkei Genkai, since chakra from the Shukaku is part of your body, and chakra can be found in like, your cells...so blood, and its an ability and lyk, ya xDDD
